Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)be to use the data to deepen local beneficiation in our Industrial Parks. We are at the advanced stages of finalising and rolling out the Government Procurement of Agricultural Products (GPAP) which would provide agriculture MSMEs with further access to government procurement through supplying food to schools and hospitals. I cannot overemphasise the importance of partnering with the private sector and in partnership with the Office of the Premier and the economic cluster departments and public entities to continue our efforts for Investment promotion and investing in creating a conducive environment for growth. Youth development continues to be a priority for both the national and provincial governments. So, I am happy to announce the continuation of the Presidential Youth programme and the Social Relief of Distress Grant which have expanded the possible pathways for the Youth to gain a foothold in the labour market or engage in some forms of market activities. Apart from these programmes, youth employment and skills development opportunities will be provided through Public Employment programmes, graduate internships, learnerships and artisan programmes including the Expanded Public Works Programme, and bursaries. However, the stark reality of our province is that the Eastern side continues to lack access to key services, such as health, access roads and sustainable human settlements. I am especially pleased by the work of the provincial Department of Health in upgrading the Madwaleni District Hospital and in building a sixty-eight-bed oncology building at Nelson Mandela Academic Hospital in Mthatha. The oncology unit in Mthatha will lessen the burden on cancer patients of that region and its surrounding areas of having to travel long distances to be attended at Frere Hospital. I would like to thank the Honourable Premier, the Provincial Executive Council and the Standing Committee on Budget and Money Bills for their leadership and contributions to the provincial budget.
