Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)department is projecting to spend R6.837 billion over the 2025 MTEF. In 2025/26, the budget decreases by 1.2 per cent to R2.369 billion from the 2024/25 revised estimate of R2.397 billion. Over the 2025 MTEF, there are additional allocations of R11.868 million for equitable share that have been made available to the department. As part of Equitable share, funding was provided by national for the wage agreement amounting to R3.727 million in 2025/26 and R11.868 million over the 2025 MTEF. As part of the funding for servicing sites connected with Broadband, the department has a reduction in its budget baseline of R1.826 million in 2025/26 and R5.016 million over the 2025 MTEF. In terms of the conditional grants from national Department of Human Settlement, R1.884 billion in 2025/26 and R5.354 billion over the 2025 MTEF is provided. The bulk of the funding in 2025/26 is for the Human Settlements Development Grant at R1.572 billion. Department of Sport, Recreation, Arts and Culture The department%u2019s budget allocation is mainly for the development of programmes and projects that contribute to Focus area: %u201cSocial Cohesion and safe communities%u201d of the PDP. The department will continue to implement programmes that are aimed at promoting and developing creative industries, transforming heritage landscape, promoting a culture of reading and lifelong learning, promoting multilingualism and enhancing participation and excellence in sport. The department is projecting to spend R3.371 billion over the 2025 MTEF. In 2025/26, the budget increases by 1.8 per cent to R1.079 billion from the revised estimate of R1.060 billion in 2024/25. Over the 2025 MTEF, there are additional allocations of R17.789 million for equitable share that have been made available to the department. As part of Equitable share, funding was provided by national for the wage agreement amounting to R4.881 million in 2025/26 and R15.895 million over the 2025 MTEF. Furthermore, there is an allocation of R1.894 million in 2026/27 for the repatriation of remains from Foreign Countries to South Africa (Eastern Cape). As part of the funding for servicing sites connected with Broadband, the department has a reduction in its budget baseline of R3.165 million in 2025/26 and R8.675 million over the 2025 MTEF. Funding provided from the provincial reserves for provincial priorities are the R1.812 million in 2025/26 and R1.985 million in 2027/28 for the repatriation of remains from Foreign Countries to South Africa (Eastern Cape) as well as the R800 thousand in 2025/26 for the 4 Statues i.e. Steve Biko, Nonyamezelo Victoria Mxenge, Mthetheleli Ngumbela and King Phalo. In terms of the conditional grants from national, R264.898 million in 2025/26 and R832.202 million over the 2025 MTEF is provided. The bulk of the funding in 2025/26 is for the Community Library Services Grant at R187.261 million. 72
