Estimates of the Provincial Revenue and Expenditure (EPRE) %u2013 2025/26 Financial YearBFIs and Social Infrastructure: The ECPG tasked ISA to provide project packaging for mega provincial infrastructure projects to assist with funding applications to the Budget Facility for Infrastructure (BFIs), National Infrastructure Fund, and private funding sources. To date projects that have been submitted to ISA for project packaging and BFI submission include irrigation schemes by Eastern Cape Department of Agriculture, rooftop solar panels by East London SEZ, Magwa-Majola Tea Estate by Eastern Cape Department of Agriculture, and the small towns revitalisation by OTP. Social Infrastructure: The ECPG has allocated funding for the upgrades of the health and school infrastructure, sustainable human settlements, and the development or upgrading of office clusters in Emaxesibeni, Ntabankulu, Mqanduli and Sarah Baartman. Total provincial infrastructure budgets per selected departments are: Health (R1.6 billion for 2025/26), Education (R1.98 billion for 2025/26), and Human Settlements (R1.9 billion for 2025/26) SEZs and Industrial parks: SEZs serve as critical provincial industrial assets for, industrial growth, private investment attraction, and employment creation. In 2024-25, Coega SEZ has facilitated pipeline investments in manufacturing, automotive, agro-processing, and minerals handling. The development of the Wild Coast SEZ is ongoing, submission to the DTIC has been made for the designation of the SEZ and infrastructure construction in construction by phases. Lastly, there is a planned extension of the EL SEZ to incorporate the Ntabo Zuko in Berlin, the SEZ will focus on agro-processing, advanced manufacturing and automotive sectors. ECDC has partnered with various institutions and TVET colleges to establish incubation and clustering facilities in the industrial parks. High Growth and Frontier Economic Sectors Agriculture Value Chains and Food Security: Plans to commercialise Eastern Cape agriculture include the development of commodity value chains in support of small holder farmers to gain market access. Automotive production and Electric Vehicles: Focus areas for this sector over the MTEF include the development of the electric vehicles (EVs) production capacity in the province, support investments in EV charging station networks across the province; and the accelerated rollout of the automotive component supplier programme to enhance competitiveness of the component suppliers especially black suppliers. Lastly, there is the aftermarket support programme that seeks to provide market access into the automotive sector for MSMEs. Reducing Poverty and High Cost of Living Health services: Health: Guided by the principles of universal health coverage and the requirements of the NHI the provincial health department will prioritise the following health programmes: %uf0b7 Prevention and control of non-communicable diseases,%uf0b7 The integrated mental health services (R2.55 billion over the 2025 MTEF),%uf0b7 The National Health Insurance (R199.416 million over the 2025 MTEF),%uf0b7 Medico legal and health interventions,%uf0b7 Human resources for health (R3.278 billion over the MTEF), and%uf0b7 Heath infrastructure inclusive of E-health budgeted R81.46 million for the rollout of healthdigitalisation).xvi
