                                    Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)Education: The transformation of the education sector in the province focuses on scaling up key education programmes such as inclusive early childhood development (R3.903 over the 2025 MTEF), learner attainment for improved educational outcomes (R3.098 billion over the 2025 MTEF), and National School Nutrition Programme (R5.682 billion over the 2025 MTEF). ENHANCING STATE CAPACITY Municipal Support: The provincial government working through COGTA will be enhancing integrated municipal support interventions and ensuring functional councils and proper local governance structures. An allocation of R2.00 million is set aside in 2025/26 to provide integrated municipal support intervention in the province. In addition, the ECPG has allocated R2.420 million for support for functional councils and proper government structures. An allocation of R35.290 million is directed towards traditional leadership support. To ensure the implementation of anti-corruption measures an allocation of R353 000.00 is allocated as well as an amount of R1.244 million for the implementation of credible One Plans and DDM. Government Digital Transformation: the provincial government has been rolling out the provincial broadband infrastructure through the OTP. The target has been to connect 2 700 government sites and to date, 1 975 have been connected; these include 1 357 education facilities (offices and schools), 363 health institutions, 152 government offices and 363 libraries. For 2025/26, the budget allocated to the provincial broadband project is R456 million and R138 million for 2026/27. For e-Health initiatives an amount of R81.464 million has been allocated for the continued rollout of E-Health services over the medium-term Department of Human Settlements, for 2025/26 had set aside R4.5 million for the rolling out the Enterprise Content Management System - eLeave and ePMDS. Department of Agriculture is set to procure ARCGIS Survey 123 System at a cost of R2.5 million in 2025/26 and R8.0 million for system licenses. This is in addition to the budget that was reprioritised within the DoA to acquire the Livestock Identification and Traceability System (LITS) at a cost of R7.497 million over the 2025 MTEF period. Disaster Responses: The province is increasingly becoming vulnerable to climate related shocks and disasters including floods, droughts, and animal disease outbreaks. The fiscal and humanitarian costs related to these catastrophic events have been mounting creating fiscal burdens for government and the affected communities. In response, the provincial government has been recommending provincial d%u00e9partements to set aside 2 per cent of their infrastructure budgets for disaster recovery and climate change.
