                                    Department: Human Settlements %uf0b7 Housing Development Agency Act, 23 of 2008 %uf0b7 Community Scheme Ombud Service Act, 9 of 2011 %uf0b7 Sectional Titles Management Act, 8 of 2011 %uf0b7 Spatial Planning and Land Use Management Act (SPLUMA), 16 of 2013 1.7 Aligning departmental budgets to achieve government%u2019s prescribed outcomes The department%u2019s budget is aligned with National Priority 8, which focuses on %u201cSustainable Human Settlements and Improved Quality of Household Life.%u201d The objective is to develop quality human settlements that promote dignified social and economic livelihoods. This is achieved by focusing on the following areas: %uf0b7 Developing human settlements sustainably in identified regions and supporting urban spatial restructuring through well-located settlements. %uf0b7 Strengthening mechanisms for integrated physical planning via a long-term, credible human settlement project pipeline. %uf0b7 Improving access to social rental housing in urban areas. %uf0b7 Exploring innovative applications of existing funding instruments and subsidy schemes. %uf0b7 Ensuring tenure security and promoting ownership through the expedited issuance of title deeds. %uf0b7 Exploring alternatives to contractor-driven RDP housing development, such as Housing Cooperatives, the People%u2019s Housing Process, and voucher schemes. %uf0b7 Promoting rural housing development. Further the following policy mandates and priorities are primarily for steering the work of the department: %uf0b7 The National Development Plan 2030 (NDP) recognizes that the right to access adequate housing, enshrined in the Constitution, is a critical element of the country%u2019s economic development. %uf0b7 The National Department of Human Settlements has established four strategic pillars for the 2019-2025 period, which align with departmental priorities and guide the development of outcomes in the 2020-2025 Strategic Plan. %uf0b7 The Provincial Development Plan Vision 2030 outlines a long-term agenda for the growth and development of the Eastern Cape, focusing on uplifting the human condition by leveraging the province%u2019s strengths and opportunities. %uf0b7 The Provincial Medium-Term Strategic Framework (P-MTSF) 2020-2025, derived from the MTSF 2019-2025, was approved by EXCO in March 2020. It provides a high-level strategic framework to guide the country toward achieving the PPD Vision 2030 goals, emphasizing the seven priorities of the 6th administration, which will be implemented through outcomes and interventions. %uf0b7 The Prioritisation Framework and Mandate paper outlines the strategic framework for decision-making on budget priorities, ensuring that resources are allocated effectively to support the P-MTSF and optimize the budget to achieve its goals. %uf0b7 The District Development Model focuses on improving government service delivery by utilizing the 44 districts and 8 metros as development hubs, fostering economic development, service provision, and job creation. 1.8 Budget decisions The department has implemented a resource allocation strategy that effectively balances cost containment with allocative efficiency, ensuring that critical strategic priorities are met despite the budgetary constraints outlined in the 2025 Medium-Term Expenditure Framework (MTEF). 706
