Department: Human Settlements 4 REPRIORITIZATION The department has reprioritised R30.459 million in the 2025/26 funds across goods and services, capital, and household expenditures. The focus has been on meeting contractual obligations and covering unavoidable costs, leading to a reduction of travel and subsistence budget. This decision, however, has a direct impact on the department%u2019s core activities, which rely on effective project management and access to communities throughout the province. 5 PROCUREMENT Over the 2025 MTEF, major drivers of the procurement plan include construction procurement, maintenance of existing valid contracts and agreements for services relating to communication contracts, software licensing and the leasing of government vehicles. Planned procurement will continue to promote equity and create economic growth and employment in the Eastern Cape, by: %uf0b7 Promoting accountability, transparency, and fairness %uf0b7 Increasing participation of historically disadvantaged individuals in the provincial procurement opportunities %uf0b7 Increasing participation by SMMEs %uf0b7 Increasing new jobs for local labour %uf0b7 Supporting local products %uf0b7 Contributing towards t h e reduction of unemployment through t h e targeting of companies owned by women and youth. %uf0b7 Promoting enterprises located within rural areas in and around the Eastern Cape. %uf0b7 Promoting connection between the small and large enterprises (Joint Ventures and Consortiums) especially within the EC province. The department plans to procure for the construction of 4 970 housing units for beneficiaries across the province. Destitute and Vulnerable Groups, especially the disabled, the elderly, child-headed families and military veterans remain a main priority of the department. Furthermore, the Black Industrialists development programme provides coordinated and explicit guidelines for the promotion and long-term development of black manufacturing entities. It provides a platform to supervise the direction of Black enterprise development; and emphasises Black industrialist significance for national and local economic growth and sustainability. The Department will promote the procurement of materials from black industrialists (building material suppliers) in the following manner: %uf0b7 Establishment of ECDHS panel of Black Industrialists%u2019 building material suppliers; %uf0b7 Evaluate bid documents%u2019 compliance relative to the procurement of local content production; %uf0b7 Identify projects to ensure compliance with the clause in the contract relative to the procurement of the local content (building material); %uf0b7 Provide the list of the capacitated black industrialists (building material suppliers) to the Regional Directors and the Directorate of SCM for the procurement of their building materials by appointed contractors; %uf0b7 Monitoring and evaluation to assess compliance with the contract of the appointed; and %uf0b7 Reporting on compliance and non-compliance.
