Estimates of the Provincial Revenue and Expenditure (EPRE) - 2025/26 Financial Year 3 OUTLOOK FOR THE COMING FINANCIAL YEAR (2025/26) In 2025/26 financial year, the department will continue to implement the Broad Policy Priorities of the sector as set in the Seventh Term of Administration: Housing Provision and Development %uf0b7 Provision of housing opportunities: Special focus on destitute and vulnerable groups, including disabled, elderly, child-headed families, and military veterans, with a target of delivering 4 970 low-cost housing units in the 2025/26 financial year. %uf0b7 60 historical projects closure: Finalizing previously unblocked housing projects from the 2023/24 period throughout the province. %uf0b7 Rectification of 1 256 defective houses: Addressing issues with existing housing units to ensure they meet required standards. %uf0b7 Priority Human Settlements Development Areas (PHSDAs): Enforcing development through 12 gazetted Prioritised Development Areas (PDAs). Title Deeds %uf0b7 Title deeds registration: A target of 1 928 title deeds will be registered, with continued collaboration with municipalities to resolve pre-conveyancing activities for faster title deeds delivery. Sites serviced %uf0b7 Installation of services on 4 345 sites: Implementing necessary infrastructure services for housing development throughout the province. Informal Settlements Upgrading %uf0b7 Upgrading of 160 informal settlements: Improving living conditions in informal settlements across municipalities through the Informal Settlement Upgrading Partnership Grant (ISUPG). Empowerment, Skills Development, and Job Creation %uf0b7 Empowerment of designated groups: Fostering skills development and job creation through training programs aimed at sustainable business enterprises. %uf0b7 Youth Brigade Programme: 150 opportunities created for youth in the program. %uf0b7 Artisan Development Programme: Providing 142 opportunities for youth to receive skills training. %uf0b7 Expanded Public Works Programme (EPWP): Creating 5 834 job opportunities across various sectors. Partnerships and Collaborative Initiatives %uf0b7 District Development Model (DDM): Collaborative efforts towards transforming the human settlements sector, including building new cities, establishing district one-stop-shop centres, revitalising small towns, relocating government office parks, and addressing housing needs for middle-income earners. Public and Consumer Education %uf0b7 Public and consumer education: Raising awareness and educating the public through media communications and community engagements, with a target of reaching 800 beneficiaries in 2025/26. Municipality Support %uf0b7 A total number of 39 municipalities will be supported on Human Settlements programs. 709
