1. Overview

1.1 Vision

Integrated Sustainable Human Settlements with improved quality of household lives by 2030, for residents
of Eastern Cape.

1.2 Mission
Provision of quality integrated and sustainable Human Settlements that offer our communities better living
environment.

1.3 Core functions and responsibilities

x Upscaling the housing opportunities with special focus and prioritization of Destitute, Vulnerable
Groups and Military Veterans;
x Systematic unblocking of historically blocked projects;
x Accelerated Registration and Issuance of Title Deeds to homeowners;
x Increase empowerment opportunities of SMMEs including women and youth;
x Upgrading of informal settlements and provision of social and economic amenities; and
x Continuous use and application of Innovative and Sustainable Building Technologies.

1.4 Main services
x Housing facilitation and emerging contractor development;
x Housing project management and quality assurance services;
x Finance Linked Individual Subsidy Programme (FLISP);
x Informal settlements upgraded;
x Housing policy, planning and research services;
x Consumer education, capacitation, and accreditation of municipalities services;
x Housing subsidy administration services; and
x Title deeds registration and issuance.
