          2. 2. Review of the current financial year (2022/23)




           2.1   Key achievements

           As at the end of the third quarter the department completed 3 083 of the annual planned 7 666. Sites
           serviced were 2 860 of the annual planned 6 205 and 371 housing units were rectified from the annual
           target of 1 120.

           Policy amendments to the Finance Linked Individual Subsidy Programme (FLISP) have now been delinked
           and renamed the “Help me buy a Home” Programme. This means that beneficiaries do not need a bond
           to benefit but can use other means of sourcing funding such as:

               x  Housing loans granted or guaranteed by a pension and provident fund;
               x  Unsecured housing loans from any registered lender;
               x  Housing loans granted or guaranteed by cooperative- or community-based savings scheme or
                  stokvels; and
               x  Housing loans supported by employer-based schemes.


           The department approved 243 of the planned 235 units for  the Finance Linked Individual Subsidy
           Programme  (FLISP) and 39  Military Veterans  were assessed and verified. 750 destitute and other
           vulnerable groups were assessed and verified for housing opportunities.

           The department has registered 2 505 title deeds in the following categories: Pre-1994 (70), Post-1994 (2
           066), Post-2014 (45) and new title deeds (324).
           The Social Facilitation  Programme continues to support human settlements development through
           customer care, consumer education and social facilitation. The current state of social unrest necessitates
           this so  that projects are not stalled because  of beneficiary disputes  or dissatisfaction. The  Social
           Facilitation Programme has been able to reach 4 485 housing beneficiaries through consumer education
           and supported 14 Project Steering Committees in this regard. Primary to the focus of consumer education
           is education on ownership and the pre-emptive clause to sales of houses.

           115 informal settlements are currently being upgraded in the Amathole, Chris Hani, Joe Gqabi, OR Tambo
           and Sarah Baartman Regions. Activities being implemented include water reticulation from the drilled
           boreholes, installation of water tanks, grading of roads, installation of sanitation technologies and other
           interim services.
           The Rental Housing Tribunal continues  to  regulate and enforce good  relations between  tenants and
           landlords and has resolved 253 disputes. The  programme also runs an awareness programme for
           municipalities and the public to understand its responsibilities and how to access its services.
           Through the implementation of the Expanded Public Works Programme (EPWP) 4 944 jobs were created
           against a target of 7 500 in the various categories of Women, Youth, Male and people with disabilities. The
           Job Strategy  further expanded the Emerging  Contractor Support Programme whereby SMMEs are
           supported through formal training programmes and the provision of sub-contracting opportunities.
           The department has an active Youth Brigade established in line with the National Youth Development
           Strategy to empower young people. In this current financial year, a total of 200 was targeted and managed
           to enrol 100 youth.
           Small, Medium and Micro Enterprises (SMMEs) support is one of the National and Provincial priority in the
           MTSF. The support provided entails the provision of work opportunities,  facilitation of training and
           development of SMMEs in partnership with NHBRC, Training institutions (SEDA AND CETA). In increasing
           the participation of SMMEs in human settlements development, the Department has now included the
           30 per cent clause in its Terms of Reference for all projects exceeding R30 million. In this period, the
           department has facilitated training for 85 of a planned 80 SMMEs towards sustainable business enterprise.
