1. 1. Overview
1.1 Vision
Safer Eastern Cape with reliable, accountable and effective policing.
1.2 Mission
To build safer communities through effective civilian oversight over the police services and to forge
partnerships.
1.3 Core functions and responsibilities
x To oversee the effectiveness and efficiency of the police service;
x To enhance community participation and structures against crime;
x To promote good relations between the police and community; and
x To liaise with the Cabinet member responsible for policing with respect to crime and policing in the
province.
1.4 Main Services
x The Civilian Secretariat for Police Services Act 2 of 2011, requires the department to enforce regular
monitoring and assessment of the South African Police Service (SAPS) in terms of its policies and
effectiveness of their systems;
x Mobilisation of safety and security stakeholders towards advancing the implementation of Provincial
Safety Strategy and to ensure an integrated approach to social crime prevention programs focusing
on substance abuse, victim empowerment, school safety, Gender Based Violence (GBV) with a
specific focus on women and children;
