Estimates of the Provincial Revenue and Expenditure (EPRE) %u2013 2025/26 Financial YearLegal and Health Interventions will be continued with to reduce medico-legal claims through proactive risk management, alternative dispute resolution, and enhanced legal defence strategies. At the forefront of the sector%u2019s mandate, focus will also be on service delivery optimisation (SDO), strengthening of patient experience of care and availability of medicine to deal with inefficiencies and implement optimum utilisation of existing infrastructure and human resource capabilities. The Department also will continue with the roll out the e-health strategy targeting the remaining 9 big hospitals with the installation of Health Management Systems (HMS2) for patient records. In collaboration with Dimension Data, it will roll out the Call Taking and Dispatching (CAD) solution to have easier access to medical services. The department%u2019s medium-term strategy focuses on: %uf0b7 Financial and budgetary strategy that includes implementing an Audit Intervention Plan (AIP)to address unauthorised expenditures and achieve an unqualified audit opinion. On revenueenhancement, it aims to increase collections to R356.3 million by 2026/27 through improvedbilling efficiency and cost-recovery mechanisms.%uf0b7 The Non-Communicable Deases (NCD) strategy involves expanding community-basedscreening and wellness programmes, targeting a 20 per cent reduction in preventable NCDcomplications by 2027. Specialist training will increase for endocrinologists and cardiologiststo improve NCD management. The mental health strategy aims to ensure all eight districtshave fully functional community mental health services by 2027 and develop three additionalpsychiatric rehabilitation centres to reduce institutionalization rates.%uf0b7 Human Resource for Health (HRH) development focuses on achieving a vacancy rate below5 per cent by 2026 through targeted recruitment incentives and increasing specialistregistrars and nursing specialists by 15 per cent annually.%uf0b7 NHI expansion plans to roll out CUPs to six additional districts, ensuring universal primaryhealthcare coverage, and increase digital consultations, particularly in remote areas.%uf0b7 The medico-legal strategy includes strengthening legal defence through a tripartiteapproach with the Office of the Premier and Provincial Treasury to prevent and managemedico-legal claims. Improved clinical governance will ensure all high-risk units undergoquarterly compliance audits to mitigate legal exposure.The Economic Affairs receives an allocation of R10.010 billion to continue to drive inclusive, climate conscious, economic growth through innovation and investments thereby increasing competitiveness, and reducing poverty and inequality. It also focusing on creating a conducive environment for the private sector by reviewing and streamlining the current regulatory regime that affects the ease of doing business in the country. The Provincial Investment Council (PIC) and other provincial investment promotion agencies additional focus will be placed on lobbying for more investments in economic infrastructure to further lower costs of doing businesses in the province to support local industrialisation and market development. The province will continue to improve logistic infrastructure in terms of price, time and reliability of connecting and accessing markets by investing more on better economic infrastructure particularly in high quality roads and container ports. The cluster will improve the absorption capacity of the provincial economy by stabilising the vulnerable and declining sector and further protecting and safeguarding the productive capacity of existing industries. It will also continue focusing on high priority sectors such as agro-industry, sustainable energy, oceans economy, automative, general manufacturing, tourism, creative and cultural industry as well as the digital economy.
