The spending increased from R85.525 billion in 2021/22 to R95.912 billion in the 2024/25 revised estimate and the budget increases further by 4.3 per cent to R100 billion in 2025/26. The distribution of the budget shows the largest share is allocated to Education at R44.636 billion and Health at R31.652 billion in 2025/26. This shows the province continues with its commitment of ensuring quality education for all learners and improved health outcomes. The Education sector will continue as apex priority for the province citing the revision of education system transformation plan focuses on capacity building, skills development, inclusive education and social cohesion. The extension of Learner and Teacher Support Material (LTSM) in the form of e-learning platforms, will ensure that regardless of their geographic position, learners will always have access to uninterrupted quality education. The E-Learning through the ICT and laptop initiatives, will assist learners through the introduction of extra classes, evening classes, camps and additional resources of materials for enhanced learning and teaching. Furthermore, government understands that quality learning outcomes is dependent on solid foundation for schooling, hence the commitment towards Early Childhood Development (ECD) for young children intended to reduce inequality, build inclusiveness and improve the quality of education for all learners. The provision of safe and reliable scholar transport as well as healthy meals for needy students remains key for the department. The Learner Attainment for Improved Education outcome (LAIEO) is one of the key programmes within the education sector, which has been a catalyst in prioritising school and classroom resourcing as per education norms and standards transfer to schools in enhancing the performance of EC learners in the National Senior Certificate (NSC) examinations. This commitment has been rolled out through improvements in school connectivity, broadband access, e-library, and other digital and technological e-learning solutions. Therefore, over the 2025 MTEF the province has committed to continue implementing this programme and improve any bottlenecks that may exist. The empowerment, training and development of teachers is essential for enhancing and developing a capable cohort of educators. Such efforts ensure that the education sector is professional and highly functional. The health sector based on the enactment of National Health Insurance Bill will implement the Universal Healthcare Coverage (UHC) through a Primary Health Care (PHC) approach, emphasising integrated service delivery, financial efficiency, and workforce optimisation.
