                                    Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)introduced by the national government. The provincial government plans to continue providing complementary support focusing on technical and engineering skills, full EV value chain development and facilitate investments in EV charging station across the province to stimulate local demand for EVs. The component supplier development programme seeks to enhance the competitiveness of the provincial component suppliers especially the black suppliers. The Eastern Cape government has set aside R14 million for this programme over the medium-term. The total funding allocation for Automotive support R32.7 million across the 2025 MTEF, or R98.2 million over the 2025 MTEF. The component supplier programme will be funded under the automotive support allocation. Furthermore, R7 million allocation to host the NAACAM show in the province, which will have significant impact on component suppliers and tourism. For the aftermarket MSME support, AIDCEC has been allocated R20.4 million in 2025/26, financial year. General Manufacturing and Black Industrialist The Eastern Cape government considers general manufacturing as one of the potential sectors in terms of jobs creation and inclusive growth as a labour-intensive industry. The NAM Cluster, local procurements and industrial parks are one of the key target initiatives for general manufacturing. The targets for the 2025-2030 include the following: %uf0b7 DEDEAT, ECDC and DTIC aim to create 10 black industrialists in the next five years, eachproject is budgeted for a minimum of R30 million, and this is subject to the DTIC approval.%uf0b7 DPWI and DHS aim to create 60 black material manufacturers and suppliers over the nextfive years and R5 million is set aside by DPWI for training, mentoring and research. Thesemanufacturers are expected to supply throughout the province especially on governmentdriven projects.Ocean Economy: The Eastern Cape Provincial Economic Development Strategy (PEDS) identifies various interventions in the oceans economy that are key in the development of the sector and are priorities of the Operations Phakisa. These interventions and initiatives include. %uf0b7 Marine manufacturing %u2013 this includes amongst other things; the localisation anddevelopment of marine manufacturing, establishment of marine college, refurbishment ofcranes in Port of East London, expansion of the ship repair facility in Port of Port Elizabeth,and development of the boat and shipbuilding investment in Eastern Cape.%uf0b7 Offshore oil and gas %u2013 this include initiatives such as the ongoing gas-to-power generationsupport in Coega SEZ, development of a wastewater treatment facility and oil qualitytesting at Coega SEZ, and development of a bunker industry value chain beneficiationopportunities.%uf0b7 Aquaculture and fisheries %u2013 key initiatives include development of aquaculture clusters atEL and Coega SEZs, Qolorha and Hamburg.%uf0b7 Marine protection and ocean governance %u2013 development and support of the ocean andcoastal water quality monitoring programme.%uf0b7 Small harbour development %u2013 collaborations with DPWI in the building of small harboursand coastal commercial residential property.%uf0b7 Coastal and marine tourism %u2013 development of beachfront in East London and PortElizabeth.44
