Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)The extension of the ELSEZ to include Ntabo Zuko at Berlin is continuing focusing on agroindustries, advanced manufacturing and automotive sector. Wild Coast SEZ: Apart from the two key SEZs in the province, the Eastern Cape government is developing the Wild Coast SEZ and infrastructure upgrades are ongoing. Bulk infrastructure and fencing were allocated R36 million in 2024-25. Resubmission for the designation of the Wild Coast SEZ has been sent to the DTIC and master plan development is underway. Industrial Parks: The Eastern Cape provincial government is currently rolling out the Industrial Parks Revitalisation Programme (IPRP). These parks will be used for general and light manufacturing, and MSMEs will be provided factory units to operate. Furthermore, clustering and incubation will be provided to MSMEs that need business development services. ECDC is meeting with various stakeholders in the province for investment facilitation. In terms of investment facilitation, %uf0b7 Investment attraction in the industrial parks is ongoing, there are plans to upgrade the railinfrastructure in the parks to improve freight movement in the parks.%uf0b7 ECDC is engaging with a fuel retailer that seeks a locally manufactured fuel pump nozzle,and a prototype of the nozzle will be manufactured in Fort Jackson.%uf0b7 Butterworth Industrial Park will host a logistics facility that will be used for distribution andwarehousing.%uf0b7 ECDC is facilitating the establishment of an animal feed facility in Dimbaza Industrial Park.%uf0b7 There is a planned aquaponics facility in Dimbaza Industrial Park, the IndustrialDevelopment Corporation is collaborating with an international NGO to establish the facilityin Dimbaza.In terms of infrastructure refurbishments, ECDC awarded R130 million in construction contracts for the refurbishment of four factory units in Dimbaza Industrial Park and construction has commenced on three of the factory units. Potential investors/tenants have shown interest in occupying the sites that ECDC is constructing, site 3 will be used as a Rapid Prototype Facility, and six tenants will operate in this facility in partnership with the Non Automotive (NAM) Cluster. ECDC has applied to ISA for the infrastructure funding support for the Eastern Cape Industrial Parks. ECDC plans to turn the Dimbaza Industrial Park into a multi-user complex, which will consist of incubators and shopping zones. Lastly, King Hintsa and Lovedale TVET Colleges have committed to use the industrial parks for practical training skills for students. Irrigation Schemes: The Eastern Cape Department of Agriculture has identified 10 irrigation schemes in Eastern Cape (Amathole and Chris Hanis districts) for support. The irrigation schemes are developed as part of the targets set in the Agriculture and Agroprocessing Master Plan (AAMP). The department has partnered with (ISA) to assist with project packaging and the IDC to assist with the appointment of a service provider that will conduct infrastructure assessment and technical engineering services. The project%u2019s value is currently estimated to be R3.1 billion. Targeting High Growth & Frontier Industries Agriculture Value Chains & Food Security The commercialisation of agriculture remains to be at the core in fostering inclusive economic growth in the province.
