To that end the Department of agriculture and the ECRDA will continue to collaborate and partner with various commodity agri-partners to support smallholder farmers increase their productivity, competitiveness and gain market access focusing on grain, red meat, citrus, pineapple, deciduous, cannabis/hemp, forestry, dairy, wool, poultry, aquaculture and fisheries, see Table 2.1 below. Table 2.7 Agri-Commodity Support, 2025/26 Source: DOA APP, 2025/26 In developing new markets and lowering of transaction costs for local emerging farmers the provincial government plans to utilise the provincial RED Hubs and Industrial parks as agriprocessing nodes that are connected to accessible rural access roads and agri-logistics infrastructure. Leveraging on government procurement to provide market opportunities for, increase land availability for farms, provide access to developmental finance to fund enterprises in agricultural commercialisation, and promote trade compliance, safety and trade agreements. In terms of Grain Value Chain: Farmers will be supported with production inputs, commercial partnerships for market access, mechanization, infrastructure support. Grain producing corridors have been selected according to the potential of the area, and these areas include Elundini, Matatiele, Sakhisizwe and Nxuba yeThemba, Ntabankulu, Intsika Yethu and Mbashe. There are planned milling plants along these grain-producing corridors that will process the produced grain to higher value chains. Targeted grain output is 900 000 tons over the next three years, with 231 smallholder farmers supported. Cannabis/Hemp Production: Cannabis can be cultivated for commercial purposes, and this includes medical application. The Department of Agriculture, Land Reform and Rural Development (DALRRD) amended the Guidelines of Hemp Cultivation for Agricultural and Industrial Purposes in 2023, this amendment removes the need for police clearance as a requirement to apply for hemp permit. This has been a bottleneck in the production of hemp in Eastern Cape. There are plans to increase hemp production volumes in the province for local and export purposes. The provincial Department of Agriculture (DoA) plans to develop incubator facilities in Magwa and Dohne for hemp processing.
