Estimates of the Provincial Revenue and Expenditure (EPRE) %u2013 2025/26 Financial YearDOA: The department has plans to implement the ARCGIS Survey 123 System at a cost of R2.5 million in 2025/26 and R8.0 million for system licenses. Part of the departmental budget was also prioritized to acquire The Livestock identification and traceability system (LITS) at a cost of R7.497 million over the 2025 MTEF period. OTP, DOA, DCS, ECPT, DSD, CS and COGTA are amongst several departments that will roll out an electronic Performance Management and Development System (digitization of PMDS) over the 2025 MTEF period. Disaster Management As part of the provincial response for disaster management and climate change the provincial government will prioritize reviewing of the Climate Change Strategy, establishing a Climate Change Forum as well as enforce provincial regulations for the reductions of emissions and renewable energy integration, invest in real time warning systems for disasters such as floods, fires and storms to protect communities and wildlife, manage and develop disaster management plans and ensure that key departments set aside 2 per cent of their infrastructure budgets for climate change and disaster funding. The provincial departments have set aside the following annual budgets which consists of 2 per cent of their infrastructure budget for climate change response in the 2025/26 financial year: Department of Human Settlements R98.029 million, Department of Transport R66.455 million, Department of Public Works and Infrastructure R4.365 million, Department of Education R78.520 million, Department of Health R29.836 million, Department of Agriculture R13.896 million, and the Department of Sports, Recreation Arts and Culture R428 000.00. A total of R294.561 million has been set aside by these key sector departments towards disaster management and climate change for the 2025/26 financial year alone. Moving forward to strengthen the other key elements of the disaster response framework the provincial government has established various committees that will coordinate the work of government when disaster events strike. These include: %uf0b7 Humanitarian Support %u2013 led by Department of Social Development%uf0b7 Safety, Security and Emergency Services %u2013 Community Safety%uf0b7 Human Settlements %u2013 Department of Human Settlements%uf0b7 Infrastructure Services - Department of Public Works and Infrastructure%uf0b7 Economic Recovery - Department of Economic Development, Environmental Affairs andTourism%uf0b7 Disaster Communication %u2013 Office of the PremierCreating A Gender-Based Violence & Femicide Free Society The ECPG through the Department of Social Development has allocated R33.770 million for the Victim Empowerment Programme including victims of Gender Based Violence and Femicide and crime. A total of 360 people are planned to have access to sheltering services in the 2025/26 financial years.
