                                    Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)Sanitary Dignity Programme Considering pursuing provincial development goal of social cohesion, the ECPG is committed over the 2025 MTEF to continue ensuring that all young girls maintain a high level of hygiene and are encouraged to attend school regularly through the implementation of the Sanity Dignity Programme. Through the coordinated efforts of relevant departments such as the Department of Social Development, Health and Education and the Office of The Premier the programme targets to reach over 99 000 young girls by 2030. A budget of R46.272 million in the 2025/26 financial year is set aside to ensure that beneficiaries continue to benefit from this very important which seeks to maintain the dignity of young people as they navigate life and attain relevant skills for a brighter future. Developing Capacity of the State Enhancing Municipal Support The ECPG through the EC COGTA has committed an allocation of R2.00 million in the 2025/26 MTEF to provide integrated municipal support intervention in the province. In addition, the ECPG has allocated R2.420 million for support for functional councils and proper government structures. An allocation of R35.290 million is directed towards traditional leadership support. To ensure the implementation of anti-corruption measures an allocation of R353 000.00 is allocated as well as an amount of R1.244 million for the implementation of credible One Plans and DDM. Digital Transformation to Enhance Service Delivery In the fourth industrial era that the government currently operates under, digitalization has become essential in enhancing the processes within the public sector. As such, over the 2025 MTEF, the following departments have allocated funds towards digitalization with the intention to enhance and improve public service delivery: Health: The department will implement the upgrading of its health care facilities through implementation of HMS2 Phase 1 and 2 as well as EOL ICT Infrastructure replacement with a total budget allocation of R119 million over the 2025 MTEF; Sport: The department will develop new digital platforms/portals to enhance departmental business processes focusing on developing digital databases for artists, athletes and other stakeholders and will also rollout electronic signing of Subsistence and Travel (S&T) claims (eSubmissions); Develop EC Home of legends a digital portal for to improve services rendered all at a budget of R1 million over the 2025 MTEF DEDEAT: The department will with a budget of R13.920 million over the 2025 MTEF, fund the roll out of 10 additional digital platforms to enhance service delivery for all districts as well as Head Office in the Province. Human Settlements: The department has allocated R4.5 million for the rolling out the Enterprise Content Management System (records management, document management, contracts management, custom care), eLeave and ePMDS to all six districts and head office. Education: The department has plans to implement a Broadband project wherein all schools have Local Area Nertwork (LAN) Infrastructure, ICT support and Cyber Security at a cost of R160 million, R120 million and R200 million respectively funded over the 2025 MTEF. 50
