This programme will address, amongst others, the alignment of the basic education system to the national policy imperatives of the government in the National Development Plan and the White Paper on PostSchool Education and Training. The department has allocated R7.8 million in 2025/26 for the implementation of the Three Stream Model and R32.5 million over the 2025 MTEF. Over the 2025 MTEF period. In addition, the ECPG will continue to advance for the implementation of Mother Tongue Based Bilingual Education (MTBBE) in schools for increased capabilities of learners. In addition, the Integrated Provincial Reading Strategy for 2024 -2030 to help nurture and increase a life time commitment and love of young children to reading and learning. The Learner Attainment Improvement Strategy (LAIS) will over the 2025 MTEF continue to make significant strides in improving the quality of learning and performance of learners. To ensure programme continuation and impact, R838.623 million is allocated over the 2025 MTEF inclusive of an allocation of R267.331 million in the 2025/26 financial year. Strengthening Scholar Transport The high enrolment rate of learners is an indication that the ECPG is making it easier and more accessible for all learners regardless of distance and socio-economic background to regularly attend school. One of ways for improving school attendance is through the provision of the provincial scholar transport. This is due to the fact that many scholars in the Eastern Cape live at a distance of more than 5-kilometre radius from the schools that they attend. The ECPG will therefore in the 2025 MTEF continue to prioritize and ensure that affordable, reliable and safe scholar transportation is available to the 102 067 targeted learners are targeted in the 2025/26 financial year. Aligned to legislature, as well as the provincial strategic goals the province seeks to reduce poverty (anti-poverty) and improve sustainable livelihoods. The ECPG has allocated through the Department of Social Development, a total amount of R9.683 billion over the 2025 MTEF, of which R3.115 billion is allocated for 2025/26. In terms of key non-negotiable priority areas: Services to Older Persons receives an amount of R101.467 million in 2025/26 and a total of R315.192 million over the 2025 MTEF. Services to Persons with Disabilities receives R32.550 million in 2025/26 and a total of R101.113 million over the 2025 MTEF. Social Relief receives amount of R49.864 million in 2025/26 has been allocated and a total of R154.517 million over the 2025 MTEF. Victim Empowerment will receive R36.109 million in 2025/26 and a total of R112.167 million over the 2025 MTEF.
