The data used for updating the PES components is briefly explained in table 4.2 below. Figure 4.1: Provincial Equitable Share formula data used for the 2025 MTEF Source: National Treasury, 2024 Figure 4.1 above depicts the updated data to the provincial equitable share formula and the utilisation of the data, which is predominantly made up of data sourced from the 2024 mid-year population estimates as published by Statistics South Africa. The population numbers as reported in the 2022 Census has led to an increase in the provincial population and the updated 2024 midyear population estimates shows that the province remains the fourth most populated province in the country. The education component which is the largest component of the provincial equitable share formula has been updated with the school-age population from the 2024 mid-year population estimates and the 2024 school enrolment data derived from the Learner Unit Record Information and Tracking System (LURITS) data from the Department of Basic Education. The health component is the second largest and utilises the 2024 mid-year population estimates, the insured population, total fertility rate, premature mortality and patient load data from the 2022/23 and 2023/24 District Health Information Services. The basic share and the poverty components utilise the 2024 mid-year population estimates, while the poverty component also use data from the 2010/11 Income and Expenditure Survey. The economic activity component is updated with the 2023 regional gross domestic product data and the institutional component is allocated evenly across all provinces. Over the 2025 MTEF, the provincial equitable share increases by R902.367 million in the 2025/26 financial year, R1.170 billion in the 2026/27 financial year and R1.212 billion in the 2027/28 financial year. These amounts are made up of R151.963 million in the 2025/26 financial year, R541.618 million in the 2026/27 financial year and R552.878 million in the 2027/28 financial year as a result of the impact of new data updates in the provincial equitable share formula. Allocations of R584.707 million in the 2025/26 financial year, R628.473 million in the 2026/27 financial year and R659.360 million in the 2027/28 financial year were added to the provincial equitable share as part of the continued support provided to the province to respond to the compensation of employees%u2019 pressures emanating from the wage agreement. In addition, an amount of R165.697 million was added in the 2025/26 financial year to the Department of Education for the Presidential Youth Employment Initiative. 58
