In terms of the conditional grant outcomes and expected allocations, there is a noticeable increase from the outcome of R13.204 billion in the 2021/22 financial year to the estimated allocation of R15.178 billion in the 2027/28 financial year. The conditional grant allocations have increased from R14.681 billion in the 2024/25 revised estimate to R15.236 billion in the 2025/26 financial year, which is mainly against the comprehensive agricultural support programme grant, the education infrastructure grant, the national school nutrition programme grant, the early childhood development grant, the national tertiary services grant, as well as the provincial roads maintenance grant. The comprehensive agricultural support programme grant (CASP) conditional grant aims to support newly established and emerging farmers, particularly subsistence, smallholder and previously disadvantaged farmers. The CASP conditional grant decreases from R261.158 million in the 2024/25 revised estimates to R247.590 million in 2025/26 due to funding that is reprioritised for the blended finance scheme that is administered at the National Department of Agriculture, while funds are also made available to fund extension officers in the extension recovery planning services portion of the grant. The education infrastructure grant (EIG) provides supplementary funding which includes maintaining existing infrastructure and building new infrastructure to ensure school buildings meet the required norms and standards.
