Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)There are four clusters, and they act in support of the Cabinet Committees as well as the Executive Council: %uf0b7 Governance, State Capacity and Institutional Development (GSCID) which is led by theDepartment of Cooperative Governance and Traditional Affairs.%uf0b7 Economic Sectors, Investment, Employment and Infrastructure Development (ESIEID) whichis led by the Department of Economic Development, Environmental Affairs and Tourism.%uf0b7 Social Protection, Community and Human Development (SPCHD) which is led by theDepartment of Social Development%uf0b7 Justice, Crime Prevention and Security Cluster (JCPS) which is led by Department ofCommunity Safety.Each of the Clusters is assigned at the beginning of a term, with core strategic priorities as mandated by the Provincial Medium Term Development Plan priorities derived from the Programme of Action, and other related sources of mandate. As such they largely correlate with many National Cluster priorities. %uf0b7 The Medium-Term Expenditure Committee (MTEC) hearings were held from 11 October 2024to17 October 2024 with each cluster instead of with individual departments. The MTEC hearingswere led by Provincial Treasury, supported by Office of the Premier and CooperativeGovernance and Traditional Affairs.%uf0b7 The role of the Office of the Premier was to develop the Provincial Medium-Term DevelopmentPlan considering the emerging priorities for the 7th Administration, leading to the developmentof Departmental Strategic and Annual Performance Plans, while COGTA%u2019s role focussed onthe implementation of the District Development Model by all provincial departments.%uf0b7 The purpose of the cluster MTEC hearings were to assess the credibility of the first budgetsubmission, alignment to the constitution of the republic, sector priorities, nine-integratedprogrammes, and the District Development Model (focusing on spatial reference andmunicipal support) within the confines of 2025 MTEF budget baseline and other financialresourcing instruments.%uf0b7 Allocations to national government departments are finalised and proposed to Cabinet in midNovember, after which the Province received its adjustment allocations from NationalTreasury.%uf0b7 The Provincial 2024 Medium Term Budget Policy Statement (MTBPS) which was tabled on26 November 2024 in the Provincial Legislature, formed the basis from which fiscal and budgetpolicies are derived; contains indications of revenue, medium term spending priorities andindicative allocations.%uf0b7 The Provincial Adjusted Appropriation Bill for 2024/25 was also tabled by the MEC for Financeon26 November 2024.%uf0b7 The National Budget, Appropriation Bill, Division of Revenue Bill, Estimates of NationalExpenditure and related budget information are finalised and then tabled by the Minister ofFinance in Parliament on 12 March 2025.%uf0b7 Thereafter, the MEC for Finance will table the 2025 MTEF Budget for the Province on 25March 2025, together with the 2025 Appropriation Bill, Estimates of Provincial Revenue andExpenditure and provincial gazette detailing transfers to hospitals, schools and municipalities.56
