Estimates of the Provincial Revenue and Expenditure (EPRE) %u2013 2025/26 Financial YearThe Department of Health has integrated the Electronic Data Interchange (EDI) with the electronic Hospital Management System (HMS 2) which has allowed for efficient electronic billing as well as the verification of income of patients and compels patients to pay for health care services according to their affordability as outlined in the Uniform Patient Fee Schedule. Revenue sources that have not yet been implemented include the lease of high-value equipment by private hospitals and private doctors, designated service providers due to medical aid patients that are not choosing treatment in public hospitals as a first option and rehabilitation centres which is a longterm project and requires the completion of a feasibility study by the Road Accident Fund as the primary medical funder that will utilize this function. With the Department of Transport, alternative electronic motor vehicle license fees platforms are being explored that will make it more convenient for motorists to renew license fees from any location in the province. The department has in-house use of Drivers and Learners Testing Centres (DTLCs) at Wilsonia, Komani, Straundale and Elliotdale that are processing drivers%u2019 and learners licenses as well as personalised number plates applications while the department is further exploring the use of provincial registering authority for motor vehicle license renewals. The Department of Economic Development, Environmental Affairs and Tourism has conducted a further study on the roll out of Limited Pay-out Machines to assess the effects that online gambling has on traditional gambling IN the province. It is worth noting that online gambling is proving to be detrimental to traditional gambling sites which leads to a loss of potential revenue if is unattended in the future. However, the province has started to roll out online sports betting and this new source of revenue has started to contribute to the provincial own revenue. 4.5 Donor Funding None. 4.6 Conclusion When assessing revenue collection at the national level, it is evident that there has been no improvement. Ongoing discussions at the national level are focused on reviewing the provincial equitable share formula and conditional grants. The increase in population as reported in the 2022 Census has led to an increase in the provincial population, which has a corresponding effect on the province's equitable share. However, the allocations to departments are exceeding national transfers, necessitating that the province increase its own revenue to fulfil its service delivery obligations. To address this issue, the province is expanding support to revenue-generating departments. This initiative aims to expedite the implementation of revenue study plans and achieve the desired revenue targets within the province. 63
