                                    Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)Figure 1.1: Population Distribution Age, District, Provinces, 2024 Source: 2024 Mid-Year Population Estimates, Statistics South Africa In terms age and gender as reflected by the population pyramids in Figure 1.1 above, the provincial population has not changed significantly between the two censuses (Census 2011 and 2022). At ages below 20 years, males outnumber the females, whilst for the working age and above, females are in the majority. The movement of working age males out of the province partly accounts for the differences in the age structure of males and females. According to the Stats SA, 2024 Mid-year population estimates, the OR Tambo district has the largest population in the province followed by the Nelson Mandela Bay metro. Almost 23 per cent of the population in 2022 was in the OR Tambo district followed by NMBM at 17.7 per cent. Buffalo City was another district within the province with high and growing population numbers. Amathole, Joe Gqabi and Chris Hani are the three districts in the province that have reported declining population numbers overtime. Whilst population in Sarah Baartman, OR Tambo, Buffalo City and Nelson Mandela Bay district have increased over the years. Furthermore, in relation to the distribution across provinces some notable population increases were recorded in Gauteng Province of 2.8 million (or 24.3 per cent) from 12 million to 15.1 million people, Kwa-Zulu Natal (KZN) with a growth increase of 2.2 million (or 20.0 per cent) from 10 million to 12.4 million and Western Cape recorded an increase of 1.6 million (or 12.0 per cent) from 6 million to 7.4 million. 2
