                                    Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)Source: P- MTDP 2025 - 2030 Efficiencies in Expenditure & Fiscal Consolidation To deliver on its key developmental objectives the provincial government will, however, need to improve the efficiency and quality of its spending to ensure that public spending is not only supportive of inclusive economic growth and poverty alleviation but is also fiscally sustainable. The recent 30-year government performance review report and the World Bank country report have highlighted some of the reasons that help to explain the limited impact of public spending on service delivery for the country. These include public spending not being fully aligned and responsive to the growing and changing service needs and demands of the population, the spending bias of government expenditure in favour of consumption as opposed to public infrastructure, and more importantly the low value derived from public expenditure programmes owing to institutional weaknesses, technical and human resource capacity constraints within government. To ensure that there is better alignment, efficiency and accountability for results the province will be strengthening its cluster system of governance as a coordination device for planning and service delivery. The main objectives of the clusters will be to support government-wide prioritisation, efficient resourcing of government programmes, facilitate performance monitoring and evaluation, and allow for a consultative platform on cross-cutting issues. Clusters will also act as a platform to strengthen current fiscal consolidation efforts by the provincial government. Fiscal consolidation measures will continue to advocate and enforce where necessary for: %uf0b7 Expenditure trade-offs and budget reprioritisation towards high impact, interventions,%uf0b7 The adoption of Public Private Partnerships (PPPs) as alternative financing and deliverymechanism for high capital expenditures projects,%uf0b7 Exploring alternative funding sources including Budget Facility for Infrastructure (BFI) withthe support of Infrastructure South Africa (ISA) for project preparation and packaging.Furthermore, towards ensuring departmental budgets are utilised efficiently the Provincial Treasury will continue with its rollout of programme spending reviews and zero-based budgeting tools across departments and public entities, whilst vigorously monitoring the adoption of cost containment measures, compliance to circulars including SCM reforms and practices to curtail costly government contracts. The ultimate objective of these measures is to narrow the fiscal gap between service delivery demands and government fiscal resources.
