Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)For this project is at bankable feasibility stage and through ISA, Infrastructure Fund, DBSA and IDC Transnet has secured R2 billion for the project to upgrade the rail and port infrastructure along this corridor. As part of the freight rail reforms, Transnet has established a Transnet Rail Infrastructure Manager (TRIM). The objective of the TRlM is to allocate freight routes on the Transnet Rail Network to private operators and determine tariff structures. Private Rail Operators will apply to move freight rail from five different rail corridors, and Eastern Cape private operators will benefit from the Cape Corridor (manganese freight from Hotazel to Gqeberha). The Eastern Cape Department of Transport is another institution in the province that is engaged in freight rail projects. The department is currently facilitating and coordinating the revitalisation of several rail branch lines in the province: Amabele to Mthatha, Blaney to Cookhouse and Addo to Kirkwood. Port Infrastructure: Transnet National Port Terminals is currently upgrading and developing the Eastern Cape ports as part of the National Ports Plan. The key projects under the plan are the expansion of the automotive and container terminals, the development of the gas import terminal in the Port of Ngqura, and the development of the manganese export terminal in the Port of Ngqura. Port of Ngqura - TNPA plans to increase the export terminal volume for manganese in the province, the project includes the migration of the manganese terminal from Port of Port Elizabeth to Port of Ngqura and development of the manganese conveyor belt. The project is expected to be completed by 2028 and to date, request for proposals have been issued. Secondly, TNPA is developing a liquid bulk tank farm in the Port of Ngqura, the project is expected to be finalised by 2026. The project is at a request for proposal stage for design and built. Furthermore, TNPA is planning to develop an import terminal for gas in the Port of Ngqura, the project is expected to be completed by 2028. To date, TNPA is finalising a Terminal Operator Agreement for the Liquid Natural Gas (LNG) Based Storage Facility. Port of Port Elizabeth -The development of the Waterfront is ongoing in the Port of Port Elizabeth and project completion is planned for 2027. To date, the project is at an implementation plan stage. TNPA is expanding the automotive terminal, project activities include civil infrastructure upgrades (port sewer and water network infrastructure. Lastly, TNPA is refurbishing the Dom Pedro, construction has commenced in 2024, and the project is expected to be completed in 2026. Port of East London -TNPA is currently realigning the Northern Breakwater and Deepening the Entrance Channel in the East London Port, the project is expected to commence between 2026 and 2027. The replacement of the 2 Graving Dock Jib Cranes in the East London port will commence in 2025, procurement has commenced in 2024, and project closeout is expected in 2026. TNPA is rehabilitating the Latimer%u2019s Landing in the Port of East London, construction commenced in 2024, and the project is expected to be completed in 2026. Lastly, TNPA plans to refurbish the grain elevator with a private sector partner, to date a business case is underdevelopment. Water Supply: South Africa is regarded as a water scarce country, and it is forecasted that the country%u2019s water demand will exceed water supply by 2030. Eastern Cape is one of the provinces with high water backlogs in the country, estimated at about 30 per cent of households lacking adequate access water and sanitation services.
