Table 22 above reflects an increasing trend from R1.646 million in 2021/22 to a revised estimate of R1.684 million in 2024/25 due to the skills development required for the staff placements from Programme 1: Administration to line function Programme 2: Economic Development and Tourism and Programme 3: Environmental Affairs. In 2025/26, the budget decreases by 3.2 per cent to R1.630 million due to budget reprioritisation resulting from the fiscal consolidation. 9.3 Structural changes None. 636
