Overview of the Provincial Revenue and Expenditure (OPRE %u2013 2025/26)have improved access to electricity. The Eastern Cape in particular recorded a significant increase over the past twenty years from 55.3 per cent in 2002 to 92.6 per cent of households enjoying sufficient access to electrical connection (above the national average of 89.8 per cent of households in 2023). Nationally about 91.2 per cent of households in 2023 have access to exclusively a cellular phone and this has been the norm throughout most provinces in the country. The Eastern Cape has 90.2 per cent of households with access to communication through the availability of a cellular phone. There have been notable general improvements in the availability of these important needed basic municipal services in South Africa and across all provinces especially the Eastern Cape. However, there is also room for improvement. In the 2025/26 financial year, resources across all municipalities will be sufficiently allocated such that an increased number of households have enough for their needs to maintain their dignity and respect. 16
